Anon at 14.06. The reason lawyers and others within the CJS complain and moan and "do nothing" is because whatever consultation we respond to, or any representations we make on a subject are simply ignored, because the decision has already been made. The simple truth is that because none of this will ever become a political issue or cost votes, the Government doesn't need to do anything and can ignore any and all reasonable responses made by lawyers. Add in the fact that insurance companies have the ear of the government, and you have a fait acompli all round.
