For a government somewhat preoccupied with one subject at the moment, there must be some pressure to appear proactive in other areas. Having used, designed and implemented residential support systems over decades, a desire to harness the power of technology is nothing new. Indeed, for many law firms and other organisations, it has been achieved within the confines of their own IT systems e.g. The Land Registry. The desire to implement cloud-based conveyancing chains is also nothing new and unsuccessful attempts have been made to implement systems. With protection of personal data even more under the 'spotlight' with the implementation of GDPR in 2018, it seems unlikely that it would be possible to publish complete chain data online. If the government can convince people that they should abandon conveyancing chains by making themselves homeless or be more relaxed about financing the cost of two properties, they may make some progress. The government will need to ask itself about the availability of affordable rental property for sellers who break chains or the availability of affordable bridging finance for purchasers who don't coordinate a sale. I would suggest that no-one should hold their breath waiting for the communities secretary to announce any breakthroughs.
