1. Because he was replacing a British judge who was retiring as President of the Court. So there was goodwill.

2. The unsuccessful candidates were from the Philippines, Congo-Kinshasa and Cameroon. None of them had Security Council support and the Congolese chap withdrew before it could go further anyway.

The only judge who had fewer votes and got elected was the Somali judge Abdulqawi Yusuf, who evidently has shown to be a decent addition and is a Vice-President of the Court.
