The infighting within the profession over who is a ghost and who isn't, is just a typical Whitehall divide and rule tactic. They are trying to make the pie smaller for everyone so we all get a smaller piece.
a 1000 people came off the list of duty solicitors in April 2017. That leaves 5100 on the list. If they were all given jobs at the PDS to offer a free service in the magistrates court and police stations to everyone; that would cost £175million. The government are spending £175 million this year on means testing Legal Aid administration.

How about putting the civil servants to some other use and just employing all the Duty Solicitors directly through the PDS? Then you'd find out who turned up for work and who didn't.
