Entirely agree. We are at the mercy of the police who in this part of the world seem to actively avoid arresting people - lots of voluntary interviews now and the clients don't think they need a lawyer so we don't get the call. It is age discriminatory as well - my colleague who is nearly 70 was forced to come off the rota, despite being good at what he does, simply because he chooses to work less than 14 hours a week. Yes there should be a rethink but it won't happen I'm afraid.
