What victim of a serious offence like rape would not be terrified at the prospect of her attacker being released? Is the proposed transparency supposed to tell them it is going to happen? Or are they to be involved in the decision? Unfortunately politicians are quite incapable of making rational decisions because their principal concern is the media reaction to anything they do. I have yet to see one of the bunch make a decision and ride out the storm.
