Insurers are mostly inefficient. They could, as 12:38 rightly points out, crush the credit hire industry within a year. But as an insurer there is a man with a clipboard and a calculator that has worked out its far cheaper to pay credit hire (and reap the benefits of "bi-lateral" agreements no doubt) than to employ extra staff/better systems to combat it at the outset. Rest assured, if it was cheaper, it would have been done already.

In any event the article is about fraud on an industrial scale from the Defendant side that caused a lot of people to lose their livelihoods.
