Let's take stock.

If an offence is alleged, the complainant tells the police. They have a duty to investigate it. All of them have sworn an oath to do so dispassionately.

So whatever the pressures as to time, they should do so. Any contrary pressure is unlawful. Incompetence - shorn of public pressure - is another matter.

You do what has to be done. After all a decent jury properly directed by a fair judge might send an innocent woman to jail.

The CPS don't swear an equivalent oath. Perhaps they should.
