"that money can be put back in the pockets of millions of law-abiding motorists".... is the implication of this that people who are injured through no fault of their own are not law abiding.... or why use the expression "law abiding".. is the message now - "don't worry about tailgating and that that sort of idiotic dangerous stuff, because even if you injure someone ....well they'll only get a few quid for your stupidity anyway" assuming they can even get any advice on the matter other than from an insurer..
