Anon @ 13.30 - purely on the point of MASS putting forward an alternative tariff being evidence they accept the current figures are not fair, I'm not sure that follows. An alternative explanation is that, tactically, they see little chance of retaining the status quo and are instead arguing for what they see as the least worst alternative.

However, irrespective of your views on the current figures, they have been set by judges. Parliament has the right to change them, but I'd agree that the government should at least set out its reasoning for the proposed figures, consult on those figures or at the very least include them in the bill that MPs are voting for.
