As for your final paragraph, which is tragic. The sub-automatic weapons as you refer to (or semi-automatic) are just that. They do not fire at a rate faster than your finger can move. You're obviously thinking about fully automatic firearms which are not available (but should be in all fairness).

There are actually numerous background checks, waiting periods and other restrictions on the types of firearms available in the US and what possible discrimination do you refer to? Just victim mentality?
