Kerry Underwood's proposals look reasonable in outline. It is a mystery lost in the sands of time (OK, it can be explained, but not in less than 2000 words) why there is this rigmarole over statute bills, but it seems to boil down to the distinction between a (fixed) price for a job and a rate for the job, with, nodding to the possibility someone else may be liable for the costs, a process for assessment.

Fun as this all may be, it has puzzled me for decades why our charging rules should be any different from that of a plumber, who sucks his teeth and criticises the previous plumber, safe (usually) in the knowledge his client hasn't a clue what he is talking about.
