Can someone explain to me why an on-line claims system, with fixed damages and no legal representation, will "dis-incentivise" unmeritorious claims? Will it not be easier to make false or exaggerated claims?

And if the answer is that all the crooked solicitors and claims farmers (who are obviously to blame for this) will pull out of the work because they will no longer have a platform for lining their pockets, will that not open the market for unregulated individuals to "assist" claimants with their on-line claim (for a fee, of course)?
