Well the proof that the system is more open to fraud than it was is shown by the LR now wanting to shift, to the solicitor, the risk they generated by removing the security of physical documentation and, if you recall, a 'closed' register.
Your point about the great skill of the fraudster is valid, however, and the canard that somehow the solicitor is best placed to take the responsibility is false. How does the individual who held a 'perfect' passport for five minutes, five months ago prove that he/she is not negligent when that 'perfect' passport is a total fake. If a fraudster is going to receive hundreds of thousands or millions of pounds he/she can take a great deal of time and effort to produce 'perfect' ID ………… and the solicitor collects the mud pie. The system has been made flexible and vulnerable: the system is not the soicitors' responsibilty
