I don't think investing £3 to check a signature is going to add much to the mix. The fraudster will be more than willing to sink £3 into the venture and copy the signature. Biometric data is the only thing that will confirm that someone is the person named on the register. You can prove all day long that the person in front of you is Peter Piper but he may still not be the Peter Piper named on the proprietorship register.
