As for banning referral fees, of course it wouldn't work. If it looks like and smells like a referral fee it may still be perfectly legal, like Amazon paying 10p in corporation tax for every £1bn profit. Legal certainly, ethical, moral or spirit of the law - nah.

The only way to cut the rubbish out is to ban CMCs, ban referral and "marketing fees" and ban advertising altogether.
