This sentence is like a case study in why it is scary that you are let loose on the public.

You could drive your car on the road without insurance - in the event that you have the funds to meet the minimum criteria and can meet a claim - you can self-insure.

And that's the damn point - you don't have the minimum requirements - so a judgment against you when you negligently muck someone's life up isn't worth the paper its written on.
