There are certain parts of the system the Government wants to fix and certain parts ( most of it ) that it does not want to find money to fix. I anticipate judicial depression with their salary package has more to do with having to cope with litigants in person and Mackenzie friends than poor pay given they would have all earned a fortune before going to the bench. Why not tell the judges they aren't going to get a pay rise because their workload is about to get much easier to manage as legal aid is being restored to the legal profession and cases will once again be served up to them on a platter!
