There is no excuse and no explanation for the proposed level of fees. It is obvious that these will generate a substantial income for the recipients, and that 'education providers' are going to continue, year on year, to reap the benefit of the preparatory work which will be necessary. Any accountant ought to be able to devise a scheme with a fee structure which would not in quite such blatant fashion add to the burden on prospective entrants instead of what appears to be another cash generating initiative.
