I'm not sure this is new. 20 years ago my brother (then aged 12) was the victim of a random assault in the street. The first letter he got from CPS included the names and addresses of 2 totally different victims, later on he was also sent a letter which enclosed a document that included the address of the person who assaulted him.
Each time, my parents informed the CPS and returned the bits that were not intended for us, but it did not inspire confidence.
I seem to recall that they also used obviously form letters which ignored the fact that they were writing to a 12 year old child..
