Imagine you are a firm that has decided to give up PI work altogether. You have a couple of hundred files - some large some small. You do not want to employ someone to deal with the run-off of those files.

You go to someone like Hudgells who will take on the files. They'll go through them. You'll get paid a percentage of WIP up front plus any additional that is recovered. They'll probably give a view on the duff cases so you'll have to deal with those somehow.

You HAVE to get your clients' agreement before doing the actual legwork and you can send out standard advice to get it.. If clients wants to find their own replacement solicitor that is fine, but the new firm will have to give appropriate undertakings in respect of costs etc.

This happens in many different sectors - it happens with firms who are intervened into for example, or when a firm closes due to retirements or whatever. Sometimes it is orderly, sometimes it is not.

The only thing that struck me as unsavoury was "we buy any file". That is truly bottom of he barrel scraping.
