A large part of the problem with disclosure now is that there is so much of it. Whereas in happy former days the discloseable material would be naturally limited by the effort necessary to create documents, nowadays folks fire off emails, text messages, tweets and goodness knows what without a thought in the world. Some or all of these communications may be relevant and discloseable, but you won't find them without trawling through a huge amount of c**p, at considerable expense. And cunning software is not - yet (perhaps) - the answer: slang, codewords, mistyping, abbreviations and the like can conceal relevant material from an electronic search which is too precise; and one which is less precise will inevitably produce many more 'hits.'
