How the expletive deleted do they manage to come to that figure?

Costs in MoJ Portal claims have been reduced by something like 2/3, in FRC cases by at least 50%, most dibs are fixed and MT cases are subject to costs budgeting which has resulted in reductions of 10% (anecdotal experience).

Can someone actually look at the stats and see if they are comparing like with like or whether they're blurring / mixing pre reform cases with post reform ones.
