CROs are made after a series of hearings at which the litigant concerned has made claims which are totally without merit. They are not a punishment; they only restrict the self-obsessed and attention-greedy types, usually afflicted with a persecution complex, who force others to incur costs, and who have not the means to satisfy orders against them.

They should be made much sooner, and be effective for much longer. And if a person under a CRO gets permission to proceed it should always be on terms that s/he has insurance to cover any order for the costs of other parties, as assessed if not agreed; no insurance, no claim.
