If Deputy Prime Minister John Prescott is known as 'Two Jags', perhaps Lord Carter of Coles should be known, slightly less catchily, as 'Two Reviews'. It appears that the trouble-shooter in charge of the review of legal aid procurement is compiling a report into e-services and Revenue & Customs at the same time. Meanwhile, over at the press conference for the launch of his first report on 'market-based reform', there was a ripple of laughter as Lord Carter revealed that he had spent a night in a police custody suite as part of his research. He quickly turned the tables on the assembled journalists by asking whether any of them had done likewise. Answer came there none. Another highlight of the session was when Lord Carter found the time to have what can only be described as, erm, a whinge about the culture of 'whingeing and whining' in legal aid.
