Caroline Regan is absolutely right - quality for clients is fundamental to legal aid reform and her changes should be judged in the light of whether they deliver it.

Any suggestion that it is not looking good is just a vicious rumour put about by all those experienced legal aid practitioners planning to leave the system, aided and abetted by those ungrateful clients struggling to find representation in various parts of the country.

I suggest she lead the way by agreeing to an annual reduction in the Legal Services Commission's administration budget. According to the principle of 'by their fruits ye shall know them', 10% per annum ought to be a good starting point. After all, higher quality costs no more than average.
