Opposition MPs have launched a last-ditch attempt to scrap home information packs (HIPs).

The move followed publication this week of a critical report on HIPs by peers, which questioned whether the packs will achieve the government's policy objectives.

The Conservatives have tabled a motion for the HIP regulations to be debated in both Houses, which could delay the 1 June implementation date if the votes go against the government.

The all-party Lords committee on the merits of statutory instruments said the government had failed to convince the principal stakeholders in the housing market that the proposals were sensible or worthwhile, and needed to do more if the market was to respond positively.

Law Society Deputy Vice-President Paul Marsh said: 'The government has so far refused to listen to stakeholder concerns - but it cannot ignore this report.'

Housing minister Yvette Cooper said it was unfortunate that the committee had not taken evidence from environmental or industry groups that supported HIPs.

l The Gazette this week publishes a 32-page supplement on HIPs for residential conveyancers. If you did not receive a copy, tel: 020 7841 5473.
