That she didn't speak English probably didn't help, but doesn't appear to be the primary cause of her delay - that was her ignorance and the difficulties deliberately created by he stepchildren.

Having once tried (for clients) to litigate in India, and assuming the claimant may have had some vague awareness of the Indian legal system, a delay of 25 years would seem as nothing.
