Only 45% against. Presumably the rest were either abstentions or defendant solicitors.

On a more serious note cost budgeting doesn't work and more thought was needed. My wife and I are having the kitchen redone. The tradesmen come in and talk about what needs to be done, find out what we want and take some time to price up materials and labour etc. I wouldn't dream of simply asking them to estimate/quote by asking them what the cost of the last say 10 jobs were and I doubt very much they would feel that was an appropriate way of dealing with the matter. In addition once the work has been agreed it is highly unlikely that 3rd parties (such as defendants and the court) will then intervene to actively derail the process and/or impose their own views of what the job should cost without, in the courts case, any knowledge of the kitchen, what we want etc.

Budgeting costs is simply badly thought out and implemented.
