Birkenhead was the only county court visited by Jackson when contemplating his reforms. This was not by accident. That court was run as the personal fiefdom of a couple of PI barristers who I will not name, but who took it upon themselves to take over organisation the lists. Thus, a district judge would arrive in the morning to be told by one of our learned friends that the disposal block list had been arranged in ascending order of value of general damages.

You can see the danger there, I trust. And you can see that the wild west of Birkenhead was never representative of practice elsewhere in the jurisdiction. Also, I hope you can see how it is that throughout all of this, Jackson probably thought he was doing the right thing.
