No, Job Five - the concept was to be included in the Prisons and Courts Bill and has been discussed in a research paper which discusses the issue, problems arising and possible solution in some detail.

There may be reasons that some would prefer that such a prohibition was not enacted - I make no comment on that aspect, but to suggest that judges commenting (even in a judgment) on existing fairly well rehearsed proposals is inappropriate is simply wrong: my guess is that those commenting below were unaware that this has been a live issue for some years.
