Going back to paper Land Certificates in not a practicable solution. People lose documents. It's a fact of life. In the last few years when I have been dealing with the sale of flats, I can remember only one occasion when the client could actually find the original lease. We do not need paper.

What we need is a much more secure identity system. These are the days of electronic fingerprints, retina scans and other biometric recognition. The Land Registry should joint the second quintile of the 21st century. (My wife has recently been taking driving lessons to be able to drive in a particular foreign country and her identity is checked before each lesson by her fingerprints being scanned by an app on the instructor's mobile phone - so it's not rocket science.)

By the way, I have been in practice for more than 40 years in conveyancing (I still can't get used to calling it real estate) so I do not speak as a johnny come lately.
