At last, someone senior tells it like it is. Those in MoJ who make the closure decisions probably all live within easy reach of their office, with public transport connections. Outside Greater London it can be a very different story; not everyone has a car and bus and train services, particularly in rural areas, can be perfunctory or non existent (it's the same with hospitals, but that's another story). I know that judges in one of the Property Tribunal divisions will often travel to a convenient public building in, or close to, the area where the parties live; as Sir James says, the courts need to be more flexible and think about how to use other public space, rather than forcing people to come to them.
