Certainly there are some transactions which take 19 weeks, but where this occurs is generally due to complex title issues, waiting for mortgage offers, extraneous matters such as what is happening further down the chain... Not to mention that - in my experience - many clients actually want a number of weeks between exchange and completion, adding to the length of the transaction after the 'legal bits' are complete.
And, sorry, but in the example of Mr Prior's neighbour... surely the buyer could see there was a stream in the garden before they purchased?!
