Once a Client agrees a price subject to contract then the underlying transaction is in progress so where does the idea come from that solicitors cannot handle the reservation deposit ?
I foresee lots of acrimonious disputes over the repayment or otherwise of such deposits. Likely the costs of resolution will exceed the sums involved in most cases.
More bad, pointless and disruptive regulation.
