    He isn't keeping his options open. He doesn't need options. Nothing was going to happen until he either won or lost the JR that might mean he would have to change his mind.

    What he needs is an alternative plan before he can announce the abandonment of the old plan and it is clear that his officials have not delivered anything acceptable to him

    Gove neither confirms nor denies the scrapping of duty contracts - clearly wants to keep his options open . The fact that this leaves the firms involved completely in the dark is clearly of no account to him whatsoever.

    Here is a safeguard for LiP's to respond to this:

    "inevitable increase in litigants in person, saying the amount of information was 'woefully inadequate'".

    Its called a trained lawyer.

    Why should lawyers pay fees up front?

    This isn't about whether or not lawyers have the ability to fund court fees for claimants, it's about whether or not claimants can afford the fees in the first place.

    For the vast majority the answer is no.
