Claire Waxman, London’s first independent victims’ commissioner, has been appointed the next victims’ commissioner for England and Wales.

Waxman will assume the role from next year following Baroness Newlove’s departure. Newlove was originally appointed in October 2023 on an interim basis for a one-year term which was later extended to 31 December 2025.

Waxman was appointed as London’s independent victims’ commissioner in 2017. She had not previously worked in criminal justice, having run her own therapy practice, but after she was stalked for 12 years, Waxman campaigned for a new law and improved support for victims and survivors.

She said: ‘Over the years, I have worked tirelessly to champion the voices of victims, survivors, and bereaved families - ensuring they are heard, better protected and supported, and that their experiences help to shape meaningful change across the justice system. At this critical time, as we seek to deliver swifter justice and more accessible support, I look forward to continuing my work on a national scale to advocate for all victims and drive forward the much-needed progress that victims deserve.’

As victims’ commissioner Waxman will be expected to serve as an independent voice for witnesses and victims of crime. The role’s powers are expected to be strengthened under the Victims and Courts Bill, currently going through parliament. Under new laws, the commissioner will be able to act in individual cases that raise systemic issues to ensure lessons are learned to benefit all victims and witnesses, including those affected by antisocial behaviour.
